William Kelly is the Director of Beckley's Information Technology Services. A former Captain with the Beckley Police Department, William retired from the Police Department on April 4, 2008 after 27 years of service, having held positions as diverse as Drug Enforcement Officer, Patrol Officer, D.A.R.E. Officer, Highway Safety Coordinator, Records Supervisor, and Support Services Commander. 

In his prior capacity as Support Services Commander of the Police Department, Captain Kelly initiated and managed the Department's conversion from a manual to a computerized records management system, the implementation of a computerized Municipal Court Management System, and the development of a statewide law enforcement information sharing system among several of West Virginia's major municipal law enforcement agencies.

As Director of Information Technology for the City of Beckley, Mr. Kelly is responsible for the operation, maintenance, security, and integrity of the technology assets of the various departments of the City of Beckley. Prior to the implementation of a Technology Department, Beckley struggled to keep pace with ever-changing technologies. Under Mr. Kelly’s direction, Beckley has implemented a Wide Area Network linking the various departments throughout the city, providing all departments with access to a diverse group of applications and services. 

Since taking on the responsibilities of the IT Department, Mr. Kelly has directed projects such as the Document Imaging Project (which also provided laptops for use by Common Council during Council Meetings), the Beckley/Raleigh County Code Enforcement Computerization Project, Beckley’s participation in the Beckley/Raleigh County MetroGIS Project, the Police Department’s participation in the Statewide Computerized Crash Reporting Project (ReportBeam), as well as a current project to replace the Police Department’s mobile data, records management, and Municipal Court computer systems.

The Information Technology Services Department is located at 340B Prince Street, in the site formerly occupied by the Raleigh County Emergency Operating Center.
