Billie Trump started with the City of Beckley in 1990, as a Fireman and progressed up the ranks. He retired as Fire Chief with a career that spanned over 24 years. He returned to the City in 2016, as recorder-treasurer. He has a Bachelors Degree in Business Administration/Management from Concord University.
Billie Trump performs administrative work conducting the daily business activities of the City of Beckley, including complex financial management and personnel administration. He is the Chief Financial Officer and Human Resources Officer for the City of Beckley. He is responsible for developing and implementing the City of Beckley’s policies and procedures; administers, plans, and directs the overall budgeting and finance functions of the city; directs the functions of the city in all areas including human resources, consultants, payroll, accounts payable, accounts receivable, special assessments, treasury, and bonded debt. Responsible for preparing and achieving departmental goals and objectives; developing and implementing departmental policies. Oversees and/or performs work relating to the maintenance of official city records, financial management, and budgeting process. This office keeps records of all council proceedings, handles correspondence of behalf of the city, prepares agendas, and executes any assignments given by the Council. The Recorder-Treasurer is responsible for accounting for all receipts and disbursements in regards to city funds.
